Background:

f4 - background is very blurry
f5.6 - background is still blurry
f8 - background is blurry
f11 - background is a little blurry
f16 - background is a little blurry
f22 - background is pretty sharp
The people are blurry at low shutter speeds. The photographer can prevent this by holding the camera still or by using a tripod. The lowest shutter speed to hold the camera at and still get a good picture would be 1/15.
